The Canada Immigration introduced the Express Entry system which involves creating a pool of candidates who wish to migrate to Canada. Candidates are usually picked based on different criteria, candidates who rank the highest will be invited to apply to immigrate to Canada.
There are requirements to get into the pool and to be chosen from it.

Criteria to enter the pool
To get into the Express Entry pool, skilled foreign nationals are required to meet the criteria of one of the federal immigration programs subject to Express Entry:
•    the Federal Skilled Worker Program (FSWP),
•    the Federal Skilled Trades Program (FSTP), or
•    the Canadian Experience Class (CEC).

Comprehensive Ranking System

The Comprehensive Ranking System (CRS) is a points-based system usually used to assess and award marks to the candidate’s profile to rank them in the Express Entry pool.
The CRS looks in the profile details candidates submit, which includes:
•    skills,
•    work experience,
•    language ability,
•    education and other factors.

It has been established that these factors play an important role in economic success for immigrants when they get to Canada. More points will be scored by candidates who has gotten a job offer or has been nominated by one of Canada’s provinces or territories under the provincial nominee programs.
The CIC will issue an Invitation to Apply (ITA) to the highest ranking candidates from the pool through regular “rounds of invitations” so they can apply to immigrate as a permanent resident.
One important goal of the Express Entry program is to make sure there are strong links between economic immigration and the Canadian labor market. For this reason, eligible candidates who has a job offer will get points enough to ensure they rank high enough to get an invitation to apply.
An employer makes sure the job offer is supported by a Labor Market Impact Assessment. This process shows they initially tried to find Canadians to fill job openings.
Just like having a job offer, being a nominated by a province or territory, will give candidates extra points to rank high enough to be invited to apply at the next round.

Comprehensive Ranking System formula
All Express Entry candidates will be scored over 1,200, based on the four parts of the Comprehensive Ranking System formula:
•    Skills and experience factors which will contribute to the economic success of immigrants when they get to Canada
•    Spouse or common-law partner factors which include their language skills and education. These are known to contribute and result in better economic success for both the spouse or common-law partner and the candidate
•    Skills transferability which are education and work experience. This also includes factors that when put together, they bring about better chances of being employed, and higher earnings
•    Extra points for those who have been nominated by a province or territory or has a valid job offer
